m_set_static_size

Syntax:      m_set_static_size(int paras) 
Parameters:  paras is the number of paragraphs allocated for static System Manager
             RAM.  Static RAM is principly used to install Special TSR's.  The size
             of static RAM cannot be shrunk below the amount currently allocated.
